Executive leadership

Andrew joined Uniting in February 2024. Starting his career as a general practitioner, he has subsequently held executive and board director roles in health, homelessness, disability services and aged care in the public and not-for-profit sectors, and in both metropolitan and regional areas.  

Andrew joined Uniting from Hammond Care, where he was General Manager Health and Palliative Care, responsible for managing the organisation’s hospitals and health services, as well as integration with their aged care services. Andrew has previously worked for several Local Health Districts and was CEO of the Central Coast Local Health District for 5 years post-2016.

Andrew is a member of several boards and external committees, including the Coast and Country Primary Care Board, which provides NDIS services, mental health services and a homelessness Health on the Streets service.

Patrick joined Uniting in July 2025. He was previously CEO of IRT, a large not-for-profit provider of senior services (home care services, residential aged care, and retirement living) across NSW, ACT and Queensland.

Patrick originally trained and worked as a pharmacist. Previous roles include: Director - Aged Care, Community and Disability – Stewart Brown Chartered accountants; Chief Executive Officer at LASA (Leading Age Services Australia); and, General Manager, Pharmacy Guild of Australia. He joined IRT in 2018 and, under his stewardship, the organisation modernised its ageing infrastructure, expanded its services and drove sustainable, mission-aligned growth. Patrick’s strong digital innovation agenda led to IRT winning numerous digital technology awards.

Patrick is a GAICD graduate and has served on several Boards including Afford, a large disability service provider, and he is currently undertaking a Masters of Innovation and Entrepreneurship at the University of Wollongong.

Mary joined Uniting in March 2019 and was previously Chief Quality and Risk Officer at Estia Health, an ASX-listed company with 68 residential aged care facilities around Australia.  Prior to joining Estia, Mary worked at Allity Aged Care and Bupa, where she managed a range of risk, compliance and operational responsibilities, including customer experience and service acquisitions. Mary has also had experience working with the Department of Health and Ageing as an investigation manager. 

Mary started her career as a registered nurse, working in the acute and sub-acute health sector, and has since studied towards a law degree. She is currently undertaking a postgraduate degree course in risk management and corporate governance at the Governance Institute of Australia. 

Saviour was appointed as Director of Seniors Services in July 2022. He held previous roles at Uniting as Director of Residential and Health Care, and Director of Ageing. He is responsible for residential aged care, home and community care, independent living and the Uniting War Memorial Hospital.

Prior to joining Uniting, Saviour managed services supporting people with intellectual disability living in both group homes and specialist support services with Family and Community Services, and prior to that he worked in various roles with the Home Care Service of NSW.

Simon joined Uniting in October 2016. He has a proven track record  in the delivery and life-cycle management of large property portfolios to meet the strategic and operational objectives of a range of blue-chip corporations and government authorities. 

Most of his career has been in large organisations whose success depended heavily on the performance of infrastructure and property assets. Simon has held senior executive and line-management roles in market-leading, service-based companies including CBRE, Vodafone, Telstra and Spotless, as well as 8 years as a senior executive in government. 

His early career was as an officer in the Royal Engineers and Royal Australian Engineers. Simon is a graduate of the Australian Institute of Company Directors and has a Master of Business Administration and Honours degree in Civil Engineering.

Emma joined Uniting in 2019 and co-leads the Social Impact and Advocacy directorate.  She was formerly Uniting’s Head of Advocacy and Media, and previously Assistant Secretary at Unions NSW. Emma is also a Non-Executive Director of HESTA. 

Emma oversees social justice campaigning, government relations, media, social media, thought leadership, philanthropy, partnerships and management of Uniting’s creative and digital teams.

Emma is a graduate of the Australian Institute of Company Directors. She also has a Bachelor of Economics (Hons 1) from the University of Sydney and is admitted as a lawyer in NSW.

Gavin joined Uniting in October 2023, bringing 15 years of experience in supporting health and aged care organisations embed First Nations impact and inclusion practices for stronger organisational culture.

Gavin is a descendant of the Tagalaka people from Gulf Country in northwest Queensland, and has a background in human resources, learning and communications, and community impact. With extensive experience in large not-for-profit health organisations, including UnitingCare QLD and Silverchain Group, he has worked to expand their footprint in delivering positive outcomes for First Nations communities.

Additionally, Gavin serves as a Board Director at Act for Kids, a for-purpose organisation providing evidence-led professional therapy and support services to children and families at risk of harm.

Mandy joined Uniting in 1998 and was appointed Chief People Officer in January 2026. She has held a number of senior leadership roles across the organisation, including Deputy Chief People Officer and Head of People & Culture.

A values driven leader, she brings deep expertise in people and business strategy and is recognised for translating complex issues into strong, governance led and actionable initiatives. Her work strengthens leadership accountability, builds workforce capability and fosters inclusive cultures to deliver sustainable outcomes for Uniting and the communities it serves.

She is a graduate of the Australian Institute of Company Directors and holds an Executive Master of Business Administration from Western Sydney University. Mandy has also served as a Director of the Uniting Institute of Education since September 2025.

Anthony Weaver was appointed General Counsel in May 2026. He is responsible for leading Uniting’s Legal team and providing strategic legal advice across governance, risk, and regulatory matters.

Anthony joined Uniting in July 2023 as Senior Legal Counsel and was appointed Acting Head of Legal in October 2025. During this time, he developed a strong understanding of Uniting’s structure, governance frameworks, and the complex regulatory environment in which it operates.  He brings extensive experience across corporate and commercial law, including risk and work health and safety (WHS), litigation management, and statutory and regulatory compliance. Anthony has worked with leading law firms along with extensive in-house experience with Endeavour Energy and other major energy providers.

Anthony is committed to supporting Uniting’s purpose and values, helping ensure legal and risk considerations enable positive outcomes for the people and communities Uniting serves.

David joined Uniting in July 2026.  He has nearly 20 years of experience in strategy and organisational development in both executive and non-executive director roles.  Most recently, David was a Uniting NSW.ACT Board member from December 2023-May 2026, Chair of the Communities Committee and member of the Mission Governance & Collaboration and Remuneration, People & Board Governance Committees.  David also served 9 years on the Uniting Church Synod of NSW & ACT, and worships at New Lambton Uniting Church. 

David’s previous roles include Regional Director of the Industrial Areas Foundation Pacific, supporting community organising efforts in Australia, Aotearoa, Canada and the Pacific Northwest of the United States; as well as Chief Executive Officer and Lead Organiser of the NSW Community Alliance.

David holds a Bachelor of Arts in Communications and International Studies from University of Technology Sydney (UTS). Before community organising, David was the President of the National Union of Students. David is a committed Christian, member of the LGBTQIA+ community, and served 8 years on Leichhardt Uniting Church Council.
